Hyper-V Failover Cluster with Cluster Stop and VM Migration

The Stop Cluster option is provided in PCNS to stop the cluster service on all nodes in a Hyper-V failover cluster after VM migration and shutdown are complete. The cluster service is stopped before the host operating system for PCNS is shut down.

The Stop Cluster option is recommended for Azure Local (formerly Azure Stack HCI) clusters.

The Stop Cluster option stops the cluster service on all nodes in the cluster, not just the node that the current PCNS instance is running on. When the cluster service is stopped, the running VMs are put in a saved state. There is little benefit in migrating VMs between the cluster nodes before the cluster service is stopped. Therefore, it is  recommended to disable VM migration if Stop Cluster is enabled.
